Since the 1980s, all securities, (stocks and bonds) have being secretly used by the financial services industry as collateral on speculative contract (derivatives) trades many times over.
All securities are held in pooled form at central securities depositories and from there become encumbered on derivatives contracts. In the United States $85 Trillion USD of securities are held at the Deposit Trust Clearing Corporation and the European Union $37 Trillion Euros or securities are held at Euroclear S.A.. These $130 Trillion of securities are used a a collateral base and rehypothecated 15 to 20 times over to prop up a $2 Quadrillion dervivatives complex.
All securities are being legally encumbered, putting them at risk of being lost during the next market downturn. This is all being done without the knowledge and consent of the clients.
To legalize this fraud, in the United States, the Uniform Commercial Code was revised between 1994-1998. The release of the book by David Rogers Webb was the first time this was revealed to the public. In responce to his book, efforts are underway in states throughout the United States to correct the problem by striking problematic lines of the 1994 UCC revision.

Bills can easily be floored to amend the Uniform Commercial Code (UCC) in your state to restore property rights to securities (stocks and bonds). Contact your state legislator and ask them to restore property rights to your stocks and bonds by revising Article 8 of the UCC!
